Dell laptop problem

Hey I got a problem with a Dell laptop Vostro 1500 LL22l.
Its OS is Vista.

I set it to update to Vista service pack 2. But since i rebooted I can't get alive anymore.
It starts booting, and then i starts to check for dll. files and it reaches to 1248 and then it comes with somekind of error

I need help fast.

Get into bios, get it back to service pack 1, or just format it.
