Why every 1 day cup has 2 starting times?

Just wondering why every 1 day cup has 2 different starting times?

For example:

Basic information
Cup date: Monday 5th September 2011, 20:00 GMT
.
.
.
Maplist: 1st round 20:00 CET : sw_goldrush_te

So cup starts at 20:00 gmt but first map is already being played at 19:00 gmt? Makes a lot of sense.
