losing key packets means?

losing key packets means a problem lies in internet connection of player, or its about pb? i dont have that problem. its my friend, and not only him but also many other players lately

EDIT: he has xp without service pack :D

If I knew it I would tell you, but I keep getting kicked for Losing Keypackets but I've got SP2 installed.
