Crossfire Timezone/Birthday Display

What is the optimal Timezone in Crossfire to see the all birthdays on Birthday Display in time?

I've noticed that i get the birthdays of the day after only few hours after 00:00 or sometimes only in the middle of the day

How does this system work?
