try format and fresh install. with the same card (agp only 4x) and p4 1.8 i had 76 stable on evry map 6on6

you can also try to install linux, its hard but if you are able to do it 100fps 4 sure maybe even 125

time to upgrade, but I used to get 125 FPS stable with Athlon64 3200+ 2Ghz, FX5500, 512 MB RAM. Omega drivers can also give you a small FPS advantage (around 10 FPS when I used them for my FX5500)
