Global ET Config Pack version 1.3

Due to all the commotion about changing ET back to 6on6, like most of us do prefer I decided to create a server config that is in particular global and supports the demands of people who want 6on6 back. After having asked various people from the ET scene I think it's for the better to add the MG42 back in to the game, where it always has been.
